Dans un contexte de tensions sur le march\u00e9 du logement et de lutte contre la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique, ces nouvelles dispositions visent notamment \u00e0 favoriser l\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9, soutenir les primo-acc\u00e9dants et encourager certaines formes d\u2019investissement immobilier. Voici un tour d\u2019horizon des principales <\/span><b>mesures fiscales propri\u00e9taires immobiliers 2025<\/b><span style=\"font-weight: 400;\"> \u00e0 conna\u00eetre.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Loi de finances 2025 : un tournant fiscal pour l\u2019immobilier ?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Le gouvernement a adopt\u00e9 une approche pragmatique pour r\u00e9pondre aux d\u00e9fis actuels du logement :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Difficult\u00e9s d\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9 pour les jeunes m\u00e9nages,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">March\u00e9 en baisse dans plusieurs r\u00e9gions,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Objectifs climatiques imposant des r\u00e9novations co\u00fbteuses.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">La loi de finances 2025 tente de r\u00e9\u00e9quilibrer la fiscalit\u00e9 autour de deux axes : <\/span><b>incitation \u00e0 l\u2019achat<\/b><span style=\"font-weight: 400;\"> et <\/span><b>soutien cibl\u00e9 \u00e0 la r\u00e9novation<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Exon\u00e9ration de taxe de publicit\u00e9 fonci\u00e8re pour les primo-acc\u00e9dants<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">La mesure phare de la loi est l\u2019exon\u00e9ration de <\/span><b>taxe de publicit\u00e9 fonci\u00e8re (TPF)<\/b><span style=\"font-weight: 400;\"> pour les primo-acc\u00e9dants. Cette taxe, habituellement pr\u00e9lev\u00e9e lors de l\u2019enregistrement d\u2019un acte de vente, repr\u00e9sente jusqu\u2019\u00e0 5,81 % du prix d\u2019acquisition dans certaines r\u00e9gions.<\/span><\/p>\n<h4><b>Les crit\u00e8res d\u2019\u00e9ligibilit\u00e9 :<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Achat d\u2019une <\/span><b>r\u00e9sidence principale<\/b><span style=\"font-weight: 400;\"> (neuf ou ancien),<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ne jamais avoir \u00e9t\u00e9 propri\u00e9taire auparavant,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bien acquis entre <\/span><b>le 1er avril 2025 et le 31 d\u00e9cembre 2027,<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Plafonds de revenus, similaires \u00e0 ceux du pr\u00eat \u00e0 taux z\u00e9ro (PTZ).<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">L\u2019exon\u00e9ration vise \u00e0 <\/span><b>r\u00e9duire le co\u00fbt d\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9<\/b><span style=\"font-weight: 400;\"> pour les jeunes actifs et les m\u00e9nages modestes.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Autres mesures fiscales immobili\u00e8res 2025<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Outre cette exon\u00e9ration cibl\u00e9e, la loi introduit d\u2019autres ajustements int\u00e9ressants pour les particuliers :<\/span><\/p>\n<h5><b>1. Cette mesure viserait \u00e0 <\/span><b>endiguer la prolif\u00e9ration d\u2019appartements Airbnb dans les copropri\u00e9t\u00e9s<\/b><span style=\"font-weight: 400;\">, particuli\u00e8rement dans les centres-villes o\u00f9 l\u2019acc\u00e8s au logement se rar\u00e9fie. Si elle est confirm\u00e9e, elle impacterait directement les investisseurs multi-lots et pourrait <\/span><b>limiter fortement la rentabilit\u00e9 des locations meubl\u00e9es touristiques<\/b><span style=\"font-weight: 400;\">, notamment dans les zones tendues.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Il est donc essentiel pour les propri\u00e9taires concern\u00e9s de <\/span><b>suivre l\u2019\u00e9volution l\u00e9gislative de pr\u00e8s<\/b><span style=\"font-weight: 400;\"> et, le cas \u00e9ch\u00e9ant, de <\/span><b>revoir leur strat\u00e9gie locative ou patrimoniale<\/b><span style=\"font-weight: 400;\"> avec un conseil juridique avis\u00e9.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h5><b>2. Extension du dispositif d\u2019incitation \u00e0 la r\u00e9novation<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Le cr\u00e9dit d\u2019imp\u00f4t pour la transition \u00e9nerg\u00e9tique (CITE) n\u2019est pas r\u00e9introduit, mais les plafonds de <\/span><b>MaPrimeR\u00e9nov\u2019<\/b><span style=\"font-weight: 400;\"> sont revaloris\u00e9s.
